PARKING CONTROL REQUIREMENTS
AND EXEMPTION PROCEDURES
(APPROVED 5.18.2021)
Introduction:
A Security and Safety Committee has been appointed by the Cypress Ridge Owners’
Association, Inc. a California non-profit mutual benefit corporation herein referred to as the
“Association.” The Security and Safety Committee is comprised of five members, four
homeowners and one Property Management Representative that will review all requests for
Parking Exemptions for conformance to the Association Parking and Garaging Rules and the
Cypress Ridge Owners Association Covenants, Conditions and Restrictions (CC&Rs).
The Security and Safety Committee is responsible for documenting, controlling and
overseeing the community standards for vehicle parking within Cypress Ridge and to review and
protect the interests and integrity of the entire community.
The Security and Safety Committee will review and address all requests by homeowners for an
exemption to the standard parking rules. Only in cases where the homeowner proves their need
to have an exemption will one be granted.
Vehicle Parking and Garaging Rules have been developed and are provided in the Parking
Control Requirements section of this document. The rules may be modified in the future by the
Board of the Association.
Each request is unique and stands on its own merit and any request, regardless of similar
approval, must be submitted for approval prior to being approved. Forms are provided for your
use when requesting a parking exemption. Copies of these forms, with instructions, are in the
Parking Exemption Request Procedures section of this document.
Procedures have been developed by the Security and Safety committee members to ensure a
consistent and timely response to all Homeowner requests for a parking exemption. These
procedures are outlined in detail and can be found in the Parking Exemption Request Procedures
section of this document. Each request will be submitted by the homeowner, reviewed by the
committee and will be either approved, approved with conditions, held pending clarification or
denied.
If a request has conditions there will be suggestions for changes to the original request. If it is
denied there will be a reason stated in the denial letter.
If a Parking Exemption Request Form (PR-001) is denied the homeowner may request an Appeal
review with the HOA Board to discuss their request in more detail. An escalation procedure and
related forms are included in the Appeal process section of this document.
Failure to obtain approval and violation of the community parking rules may result in fines and
or removal of vehicles at the owner’s expense. Details regarding the enforcement procedures
and specific fines are located in the Enforcement section of this document.

For the purpose of this form the term homeowner or resident has the same standing and the
names should be deemed interchangeable. A resident may be a lessee and has the same rights,
duties and obligations of a homeowner in parking of vehicles.
Parking and Garaging
1. Parking. Owner/Resident vehicles should be garaged as provided in paragraph 3. If the
number of vehicles in regular use, by residents within the household, exceeds the number of
spaces the garage can accommodate, not more than two (2) such excess vehicles may be parked in
the driveway. When the number of resident drivers, who require a vehicle on a daily
basis, is greater, the Committee may grant an exemption. Requests for an exemption should
provide the Committee with sufficient detail for it to act responsibly, consistent with the purpose
of minimizing the number of un-garaged vehicles in the community. Household members
temporarily in residence may obtain a temporary Parking Permit from Security at the
Guardhouse, their vehicles being subject to the same owner/resident parking rules. Vehicles of
guests should be parked in the resident’s driveway, if space permits, or where parking is
authorized on the street that is directly in front of the Owner’s Residential Lot, when possible.
Vehicles shall not be parked on streets where parking is prohibited, where marked in red as No
Parking Zones on the Cypress Ridge street map. Copies are available at the Guardhouse or from
our Property Management Company. At no time shall a vehicle of any kind be permitted on front
yard landscaping or on other landscape or property areas where it can be seen from other
residences. If an owner’s vehicle is too large to park in their garage and will hang over the
sidewalk when they park in their driveway, they must apply for a Parking Exemption. The
Committee will review these applications on a case by case basis and may issue an Exemption to
park in the driveway, as long as there is a minimum of 4 feet clearance (the width of our
sidewalks) of “Pavement” on both sides and the rear of the vehicle. Residents that are granted
this Exemption must maintain the 4 foot clearance at all times that their vehicles are parked in
their driveways, allowing people to safely get around the vehicle without having to go into the
street or off of the paved area. If the Committee feels that these parameters cannot be met the
vehicle may be given an Exemption to park in the street in a legal parking spot as close to the
residence as possible.
2. Vehicular Restrictions. Vehicles not in regular use, including, but not limited to, stored,
dilapidated, disabled, dismantled or wrecked vehicles shall not be kept, placed maintained or
parked within Cypress Ridge. in such a manner as will be visible from neighboring property or
adjacent streets, subject to the exceptions listed in “a” – “e” below.
ALL Commercial, recreational and oversized vehicles, including, but not limited to,
i. automobiles, trucks, vans or other vehicles longer than 22 feet (bumper to
bumper),
ii. golf carts,
iii. motorcycles and motor scooters,
iv. boats,
v. mobile homes and motor homes classified by the U.S. Department of
Transportation as Class A, Class B, or Class C,
vi. trailers of any kind,
vii. fifth wheelers,
viii. truck campers longer than 22 feet (bumper to bumper) or that have a mounted
camper shell which protrudes from the truck from either side or from the rear gate
or above the cab roof,
ix. pickup trucks and vans with utility racks or utility beds,
x. flatbed trucks,
xi. tow trucks,
xii. motor vehicles designed, used, or maintained primarily for the transportation of
property or for hire to transport people,
As used herein the term “commercial vehicle” does not mean or include an otherwise complying
vehicle merely because it bears a commercial license plate or signage.
The following exceptions are permitted:
a) Vehicles receiving emergency repairs, during the repair only and not to exceed
eight (8) hours,
b) Vehicles making commercial deliveries, not to exceed eight (8) hours
c) Temporary parking of commercial vehicles for purposes of loading and
unloading, but only for periods not exceeding forty-eight (48) hours over a ten
(10) day period.
d) Temporary parking of residents’ recreational vehicles but only for periods not
exceeding forty-eight (48) hours before and after use of vehicle and are not to be
lived in while parked in Cypress Ridge. Hookups are permitted when recreational
vehicles are actively being serviced.
e) Vehicles to the extent specifically permitted as a Parking Exemption by the Board
on a case-by-case basis for good cause, for example, without limitation, that the
nature and size of the vehicle is consistent with the aesthetics of the community,
or that it is necessary for transportation of a handicapped resident.
3. Garaging. Garages should be readily available for the number of vehicles for which they are
designed. Garages shall be used for the garaging of vehicles only unless permitted as living space
in accordance with ADU or JADU regulations.

Doors to garages shall be kept closed except during entry or exit of vehicles, during garage or
yard maintenance, or while the resident is present.
4. Street Parking. No overnight parking on the street is allowed without a permit. Vehicles of
guests may be parked on driveways or on the street in front of the Owners’ Residential Lot, if

possible, except where parking is prohibited in the No Parking Zones marked in red on the
Cypress Ridge Street Map. No parking on the street is allowed between 3 a.m. and 4 a.m. unless
allowed by these parking rules.
5. Violations. Non-Compliance with Parking and Garaging Rules is subject to fines as outlined
in the Associations Fine Rule. Vehicles parked in violation of parking rules are subject to the
towing rules outlined in the CC&Rs section 7.18.4, Removal of Vehicles.
Guest Parking Requirements and Procedures
To register your “GUESTS” vehicles, for parking either in your driveway or on the street
please call the Cypress Ridge Security Guard at 474-7781 or stop by the guard house during duty
hours. Provide your name and address, the vehicle Make, Model, Color and License plate
number, along with how many days they plan on parking in Cypress Ridge. This can be done
24/7 as the BOD has installed “Voice Mail” on this phone line.
The Security Guard will fill out a pass for the guest vehicle which can be picked up at the
guard house during duty hours; these passes must be displayed on the dash of the vehicle in a
manner that the night patrol will be able to see them.
Resident Parking Exemption Request Procedures
No more than two (2) vehicles shall remain parked on the driveway of any
property within the Cypress Ridge Community without having received a parking exemption. The
procedures for submitting a request are outlined below and copies of the related forms
are also identified later in the forms section.
1. The Homeowner completes all information on the Parking Exemption Request Form (PR001).

2. The Homeowner submits the completed request forms to the Guardhouse. An alternative
method is to visit our online website at cypressridge.org where you can fill out the form and
email to the Guard at [email protected] .
3. The request will be logged in and scheduled for review by the Security and Safety Committee.
All information requested on Form PR-001 must be completed when submitted or they will be
returned for the additional information. Contact our Property Management Company if you
have questions about the forms or required information.
4. All complete requests will be reviewed as quickly as possible by the Security and Safety
Committee.
5. Written notification will be sent to the homeowner, within 5 business days from receipt of the
request, with the results of the review.

6. All Parking Exemptions will be limited to a twelve-month period at which time residents
must re-apply if a Parking Exemption is still needed.
7. The results or the Security and Safety Committee review may be one of the following:
▪ An approval,
▪ An approval with conditions,
▪ A request for clarifications,
▪ A denial.
8. If a request has conditions there will be suggestions for minor changes to the original request.
If it is denied there will be a reason stated in the denial letter.
9. If a request is denied the homeowner may request an Appeal review with the Association Board
to discuss their request in more detail. An escalation procedure and related forms are included
in the Appeal Process section of this document.
10. If parking begins prior to receiving a written approval a stop order may be issued until approval
is given. Failure to comply with the approval process may lead to fines and/or removal of the
vehicle at the Owners expense.
11. The Security and Safety Committee will handle all “APPROVED” requests as follows:
a. The original signed and approved REQUEST FOR PARKING
EXEMPTION REQUEST FORM (PR-001) will be filed by property
address in a master binder maintained by the Security and Safety
Committee.
b. All Parking Exemptions will be listed on the Cypress Ridge Owners
Association website, www.cypressridgeoa.org.
c. A list of all Parking Exemptions will be sent to our Security provider’s
office. This copy quickly allows them, to identify all vehicles with an
approved Parking Exemption.
Parking Exemption Appeals Process
If a Parking Exemption Request is denied the homeowner has the right to an appeal process, which
includes a meeting with the Association Board. The Security and Safety Committee provides the
Board with a monthly status of the results of all requests submitted and their disposition. If the
homeowner does not agree with the findings they must begin the appeal process.

The homeowner should complete the Appeal form (Form PA-001) explaining why they do not
agree with the findings. Documents to support your reason for filing for the appeal should be
attached to the appeal form when submitted, through our Property Management Co. to be logged in
and scheduled for the Board review. The decision by the Board concerning any appeal will be final.
Enforcement Process
Failure to comply with the Parking Exemption Approval Rules may lead to fines and/or removal
of vehicles at the Owners expense.
1) A vehicle in violation of the Parking and Garaging Rules will have a citation placed on
the vehicle by the parking patrol company.
2) A Courtesy Warning letter will normally be sent for the first parking citation in addition
to the citation on the vehicle. If the Courtesy Warning letter has not been sent, for
example, because citations were issued within a few days of each other, a fine hearing
letter may be sent instead.
3) A fine hearing will be held for a second citation within 90 days of the issuance of any
citation. A fine hearing may be held for each violation over two violations within any 90
day period.
4) Management may dismiss a citation based on explanation and parking citation history of
a resident.
5) Guards will mark citations as “Courtesy Warnings” or “Violations.”
6) Fine hearing letters will be sent to the owner of the property and, if the property is leased,
to the resident of the property.
7) Any two parking violations within 90 days at the same residence will result in a fine
hearing. The violations do not need to be the same violation or the same vehicle.
8) Any illegally parked vehicle that cannot be identified as a CROA owner/resident or guest
of a CROA owner/resident maybe subject to immediate towing.

Please note that the “Enforcement Assessment Procedure” is in effect for other violations of the
governing documents. Any relevant sections of the “Enforcement Assessment Procedure” may
apply to enforcement of parking violations where the procedure is not in conflict with the
Enforcement Process of the parking rules.
